The oil-filled chamber, shown in yellow, is de-pressurized by the piston's downward motion.  This causes the diaphragm to deflect downward,  drawing gas into the cavity, shown in blue. 

The process is reversed when the piston move upwards, pressurizing the oil, deflecting the diaphragm upward and forcing the gas out of the cavity.
